Market Truth, Trading Brain, Trader Network and Telegram evidence-health states exist in the owner dashboard today. A public, sanitized summary is future scope; this section will show READY/STALE per domain once that projection ships, and stays UNKNOWN until then.
Decision authority, broker execution, bot live execution and live-money authority are OFF by design in this codebase -- true regardless of what Market Truth or any future lifecycle state shows above, until the owner changes it through the governed release path.
